Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is as an Air Reserve Technician (ART) Officer, to serve as Assistant (Deputy) Commander/Senior ART of the 622nd Civil Engineer Group (CEO) assigned to 22nd Air Force. The 622nd CEG commands and serves as the administrative and managerial headquarters for AFRC RED HORSE Squadrons (RHS), Civil Engineer Flights (CEF) functioning as Senior Staff Augmentation Teams (S-Teams), and the APRC Civil Engineer (CE) Expeditionary Combat Support Training and Certification Center (ECS-TCC). The position is responsible for formulating program goals, plans, and procedures for the Group's Civil Engineer (CE) RED HORSE (Rapid Engineer Deployable Heavy Operational Repair Squadron Engineer), CEF Prime BEEF (Prime Base Engineer Emergency Force) S-Team, and CE ECS training mission objectives related to unit readiness for the CE units assigned under CEG's command. In this role, the incumbent serves as an advisor to the NAF Commander and HQ AFRC/A7 Functional Manager in the absence or the CEO Commander, providing management advisory technical guidance on all issues related to program areas assigned to the Group. Additionally, provides training to reservists in the accomplishment of tasks set forth herein. Works with and assists the Civil Engineering Group (CEG) Commander, applies professional engineering experience and expertise to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation or assigned programs. Manages all elements or the group's programs, including RED HORSE, CEF Prime BEEFS-Teams, and ECS-TCC. Participates with the CEG Commander in exercising supervisory personnel management responsibilities for the Group Staff and subordinate unit commanders/Senior ARTs. Directs, coordinates and oversees work through subordinate supervisors. Participates with the Commander to direct CEG, to include RED HORSE, Prime BEEF and ECS-TCC engineering and analytical studies involving resources that affect Command and NAF missions. Provides professional engineering advice on matters involving responsibility for fostering, planning, programming and executing assigned programs, continual mission changes require urgent unforeseen program adjustments not withstanding complex, restrictive regulations pertaining to CEO programs. With the Commander coordinates and ensures Civil Engineer Group (CEG) readiness for all assigned units. Exercises knowledge of regulations, manuals, and policy to carry out CEG operations and facility requirements. Provides advice and support to NAF Commander and HQ AFRC/A7 Functional Manager concerning problems with ongoing construction or other CEG-related activities. With the Commander represents the Civil Engineer Group (CEG) with a variety or Command, NAF, installation, and functional area organizations. Establishes, develops, and maintains effective working relationships with the installation command; commanders of other organizations; MAJCOM, and Air Staff Headquarters; AF working groups; other federal, state, and local officials; community groups; etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. 4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, APPLICANTS MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW: Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of two or more professional engineering disciplines, including advanced concepts, principles, and practices of engineering so as to be able to serve as a "program manager" and as the "subject matter expert" to resolve difficult facilities engineering problems and issues, and plan, design, monitor, and evaluate complex facilities engineering programs and Projects. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge or multidisciplinary professional engineering (civil, mechanical and electrical) concepts, principles, principles, standards, methods, techniques, materials, and equipment and RED HORSE (RH), Primo BEEF (PB), Civil Engineer (CE) Training program requirements and operations supporting CE Readiness. Knowledge of Air Force (AF), Air Force Reserve Command (AFRC), Numbered Air Force (NAP), and Air Reserve Component (ARC) policies, procedures, structures, missions, programs and organizational relationships. Thorough knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and reports and to analyze work processes and continually improve them to meet organizational requirements. Thorough knowledge of all AF Civil Engineer (CE) engineering Principles, construction methods, and training and certification requirements to include the full spectrum of RED HORSE, Prime BEEF, and ECS-TCC. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures, Ability to plan, organize, and direct functions and mentor, motivate, and apprise the staff of on organization appropriately working through subordinate supervisors and staff members. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively both orally and in writing; make sound decisions regarding program areas, negotiates complex issues, and maintain good order, discipline and working relations. OTHER SIGNIFICANT FACTS: 1. This is an ART officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. Must possess a high degree of tact and diplomacy and demonstrated leadership abilities to successfully direct assigned program. 3. Additional duties may be assigned. 4. This position may require the incumbent to work outside of normal duty hours and/or overtime to accommodate mission requirements as required. 5. The incumbent may be required to fly in commercial and military aircraft to perform temporary duty assignments away from the normal duty station. The incumbent may be required to travel 25% of the time. 6. Employee must qualify for and retain the appropriate security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
