About the Position: Serves as Paralegal in the Office of the Staff Judge Advocate (OSJA),under the technical supervision of the Chief, Claims Division.

Duties

Major duties include: (1) Serves as Paralegal in the Office of the Staff Judge Advocate (OSJA), under the technical supervision of the Chief, Claims Division. Routinely interfaces and coordinates with TRADOC/CASCOM, US Army Claims Service, Office of The Judge Advocate General, and other major agencies. Primarily responsible for identification, assertion, development, and collection of affirmative claims (AC) and litigation within a region consisting of nine counties and nine independent cities. Reviews and advises on legal sufficiency of requests for information. AC Program implements the Claims Collection Act, the Federal Medical Care Recovery Act, and 10 US Code 1095, as well as the Army Maritime Claims Settlement Act.; (2) Processes non-contract claims arising under various statutory authorities as implemented by AR 27-20, Claims (e.g., Federal Tort Claims Act, Military Claims Act (MAC), National Guard Claims Act, Non-Scope Claims Act, Foreign Claims Act, Suits in Admiralty Act, and Public Vessels Act). Cases assigned vary in complexity; a substantial number involving large sums of money may be strongly contested, have important or precedent setting potential, risk adverse regional publicity, or affect large corporations.; (3) Under the supervision of the trial counsel and special victim prosecutor, serves as coordinator of a program mandated by Federal Statute and as implemented by AR 27-10, the Victim/Witness Assistance Program. Appointed as the installation Victim/Witness Liaison to provide assistance for all victims and witnesses of crimes prosecuted under the military justice program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Work requires occasional out of town and overnight travel.
  • Must maintain a valid operator’s license in good standing to permit operation of administrative vehicles.
  • TDY may be required up to 5% of the time for this position.
  • Must be able to obtain and maintain a NACI.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes(1) Perform legal research of regulations, laws, legal databases, etc. in support of case development and preparing a variety of substantive legal documents and briefs; and (2) Providing training and assistance to Medical Claims Billing Specialists; and (3) Administering or assisting with the administration of a program such as Affirmative Claims Program or Installation Victim/Witness Liaison (VWL) ; and (4) Develop and enter various case material into a computer database. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
