This position is in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Office of Standards, Regulations and Variances (OSRV), Regulatory Development Division.
This position is inside the bargaining unit.
Duties
For GS-14:
Performs research required for background information, description, and justification for the proposed regulatory action.
Researches regulatory alternatives and presents information to MSHA staff.
Represents the Director on high level task forces or committees, as well as at public meetings with the mining industry and labor groups.
Ensures that standards are processed in accordance with the Mine Safety and Health Act of 1977, the Regulatory Flexibility Act, the Paperwork Reduction Act, Small Business Regulatory Enforcement Fairness Act, Unfunded Mandates Act, and other applicable legislation and Executive Orders. Provides interpretation of policy guidelines and information regarding proper procedures for promulgating standards.
Represents the Director on high level task forces or committees, with responsibility for ensuring that the Director's views, interests, and concerns are properly presented and supported. Responds to public inquiries.
Demonstrates writing skills during the rulemaking process by drafting portions of the rulemaking documents. Ensures that the documents are in proper regulatory format, suitable for publication in the Federal Register, and do not reduce the protection afforded by the existing standards.
Participates at a high level of involvement and competency at standards development meetings.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Regulatory Specialist, as described below.
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes ALL of the following:
Demonstrated experience developing proposed regulations, position papers, and/or policy guidance, that are consistent with the agency's goals.
Experience conducting research and determining if new regulations or guidance is required to increase the effectiveness of policies and/or programs.
Experience preparing technically authoritative responses to various written and oral inquiries.
Demonstrated experience serving on multi-disciplinary teams developing standards/regulations, policies, guidelines, or other public documents.
Education
There is no substitution of education in lieu of specialized experience at the GS-14 grade level.
