Duties
You will serve as a Project Manager within the Defense Health Information Technology (DHIT) Division within the PM Competency of the Shore C2ISRI Department.
You will develop and maintain strategic plans while referencing NIWC policy, processes, and guidelines to develop and/or assist in development of IT PM artifacts while demonstrating professional and ethical behavior.
You will develop responses to Command data calls in various formats to include MS Excel spreadsheets, CVR Forms and participate in CMD Initiatives related to PM processes and tools.
You will assess policy needs and develop policies to govern IT activities and resolve conflict and solve problems across tasks, to include working with customers, NIWC Team members and contractors.
You will develop and annually review Command Agreements to include Commercial Services Agreements (UARCs).
You will support Statement of Work development and facilitate and track signature execution and Project Change Requests.
You will provide policy guidance to IT management, staff, and customers; and communicate with clarity and respect to customers, leadership, and team members.

- This is a drug testing position. You will subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level B within 12 months of appointment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Support development, planning, and subsequent execution of IT program acquisition plans; assist IPT Leader in planning personnel resources required to execute IT programs.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities.
2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: Ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Promoting awareness of security issues and ensuring sound security principles are reflected in organizations' visions and goals.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Assessing security events to determine impact and implementing corrective actions.
