Duties
You will have proven technical leadership experience in the engineering, design, development, installation, and life cycle management support of submarine C4ISR systems for the US Navy.
You will have skill in managing cost, schedule, performance and risk for a large complex project(s)/program(s) leveraging PM and systems engineering methodologies and best practices.
You will have the ability to articulate facts and ideas in a convincing manner and to negotiate with individuals and groups internally and externally. Advise management on complex issues and decisive action.
You will have the ability to exercise critical thinking and independent judgment dealing with urgency factors, changing, priorities, and constraints in successful execution of the project.
You will exercise/develop experimental approaches, theories, or hypotheses to solve problems without the benefit of traditional methods.
You will have successful management experience and results in a multi-product/project, multi-location, and multi-operation organization consisting of projects varying in complexity, duration, budget and deliverables.
You will have skills in a successful, highly dynamic and very competitive business environment.
You will have experience in assessing and analyzing feasibility of new concepts and principles.
You will project business (business plans/ executive plans), future staffing requirements, and budget realities against trends and address their impact on the short- and long-term requirements of the organization's goals and strategic plans.
You will have skilled experience in project/IPT/division acquisition systems and other planning/tracking tools.
You will research, develop, evaluate, integrate, implement, modify and track cost/schedule/risk/performance on major, complex projects or programs assigned to achieve optimum program acquisition/performance requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Directs program management and technical problem solving in acquisition programs involving design, engineering, fielding and sustainment of submarine C4ISR systems for the US Navy.
Oversees the coordination of cost, schedule, performance and risk for multiple projects and programs, across multiple geographic areas, for multiple Level programs.
Leads transition of development work in to full rate production.
Applicants applying for 2210 must reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.
Attention to Detail. Develop and implement project procurement strategies, and other management plans utilizing current command tools and processes while following industry and command best practices for engineering and IT acquisition, planning, and budgeting.
Customer Service. Assist customers in the design, development, engineering, modernization, technology insertion/prototyping, integration, production, lifecycle support and maintenance of tactical vehicle platforms.
Oral Communication. Advises and coordinates project requirements/execution with customers, subordinate IPT Leads, project leads, team members, and other work groups/activities including Echelon II and higher.
Problem Solving. Assesses and analyzes projected business, future staffing requirements, and budget realities and to addresses their impact on the short and long term requirements.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
