This National Guard position is for a PSYCHOLOGICAL HEALTH PROGRAM MANAGER (TITLE 5), Position Description Number T5854000 and is part of the FL JFHQ, National Guard.
Duties
As a PSYCHOLOGICAL HEALTH PROGRAM MANAGER (TITLE 5), GS-0101-12, you will serve as the National Guard community liaison with military and non-military agencies to promote and achieve timely information exchange, coordinate collaborative prevention efforts, and establish and maintain an extensive array of resources, associations, and community partnerships. Participate in community activities to incorporate complex strategies that enhance community strengths, reduces broad-based community needs, implement community problem solving methods, and forge community connections to promote psychologically healthy lifestyles. Ensure that curriculums and community intervention initiatives for each prevention program are research-based and supported by the literature. Participate in relevant committee meetings to provide input and obtain information related to psychological health issues. Coordinate substantial findings and possible effects of outreach efforts with the State Surgeon and key leaders to ensure they remain current on issues related to the psychological health program. Liaison between community agencies, including medical agencies, schools, shelters, childcare, and family support centers providing access to services that can improve and/or sustain the psychological health of National Guardsmen and families. Represent the community outreach and prevention initiatives and programs professionally and appropriately. Coordinate findings and possible effects with the State Surgeon in an effective and timely manner.

- Incumbent must possess or be able to acquire the appropriate level security clearance for this position.
- Must have 24 months of experience in clinical counseling work assignments.
- Possess a current, unrestricted State license to practice clinical counseling work independently.
Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements as a Psychological Health Program Management.
PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
NOTE:
1. Possess a current, unrestricted any state licensed Clinical Social Worker or licensed Clinical Psychologist.
2. Must have 24 months of experience in clinical counseling work assignments.
3. Completed National Agency Check (NAC) prior to position assignment.
4. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
GENERAL EXPERIENCE: Must have a degree in behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: GS-12 must have at least 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
