You will serve as a POLICE OFFICER in the Commander Navy Installations Command (CNIC) Installations of NAF EL CENTRO SEC DET. Duties

You will respond to and investigate complaints while interpreting and enforcing state and federal laws, the Uniform Code of Military Justice (UCMJ), DoD and Navy regulations, and installation directives, rules and regulations. You will respond to alarms, emergency calls, complaints, and other calls for service while on duty. You will operate electronic tactical police communications equipment, including mobile data terminals to receive dispatches, respond to calls and complete official reports. You will perform traffic law enforcement using specialized equipment such as radar, breathalyzer. You will set up and conduct checkpoints/roadblocks at various locations throughout the installation in support of Random Anti-terrorism Measures (RAMS) and to reduce criminal activity and ensure motor vehicle safety. You will prepare detailed reports, forms, and citations concerning all incidents and action taken. You will ensure individuals requesting access to the installation have proper identification.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Employee is required to wear an assigned uniform and display official designated items or accessories to include additional required equipment. The employee must follow and adhere to applicable grooming standards for the installation.
  • Must be able to successfully complete the mandated 40-hour Emergency Vehicle Operators Course (EVOC) to be qualified to Operate motor vehicles.
  • Must be CPR certified and utilize a portable heart defibrillator where available.

Qualifications

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing advanced aspects of law enforcement, antiterrorism, and physical security functions at military installations requiring use and deployment of specialized or advanced techniques, equipment, knowledge or training. Experience documenting law enforcement and security events and issuing citations. Experience conducting internal and/or external investigations, inquiries or audits related to security matters where neglect, action, or inaction could cause an adverse effect on the installation's security; AND Experience with interviewing techniques, taking statements from victims, suspects, and witnesses in compliance within applicable laws. GS-06: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing aspects of law enforcement, antiterrorism, and physical security functions at military installations requiring use and deployment of specialized techniques, equipment, knowledge or training; Experience documenting law enforcement and security events and issuing citations; AND Experience conducting internal and/or external investigations, inquiries or audits related to security matters where neglect, action, or inaction could cause an adverse effect on the installation's security. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. "Agreement to Continue in Service - CSA, Agency requires 36 months of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training."
