The primary purpose of this position is to be the Air Force technical expert in one of two areas; Missile-warhead or gravity bomb and their applicable trainers/support equipment, the incumbent administers the Air Force Unsatisfactory Report (UR) Center, coordinates corrective action, approves changes, and directs field operations.
Duties
Administers the Air Force Unsatisfactory Report (UR) Center. As the senior technical expert, receives UR's, develops/maintains database, tracks failure modes, establishes trends analysis, coordinates action, approves/disapproves recommended changes and distributes results.
Performs duties as Technical Content Manager (TCM) for more than seventy (i.e., 11N series & special procedures, both classified and unclassified) technical publications pertaining to the gravity weapons or missile warheads and their associated support equipment.
Provide directorate representation and support to Defense Threat Reduction Agency (DTRA), Department of Energy (DOE), contractors, and SPM's during nuclear bomb or missile-warhead and related weapons system development, acquisition and modifications.

- Equipment Specialist is subject to short notice TDY commitments in support of Air Force mission requirements.

- Position requires frequent travel within the United States and at times foreign countries, utilizing all modes of commercial and military transportation.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Equipment Services Series, 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in depth practical knowledge of nuclear gravity weapons/missile-warheads, their operational capabilities, and their related delivery systems and associate support/test equipment in order to administer the Air Force (AF) Unsatisfactory Report Center in approving/disapproving recommended changes. ln depth knowledge of the various assigned 11N series and Special Procedures both classified and unclassified technical publications pertaining to gravity bombs or missile warheads and their associated support equipment and trainers in order to approve/disapprove all publication change request/recommendations. In depth knowledge of a wide range of maintenance concepts, principles, and practices of specific weapons systems and related test support and handling equipment in order monitor product change proposals and prepare response to Joint Nuclear Weapons Publication System (JNWPS) to ensure appropriate changes to applicable technical manuals. Specialized practical knowledge of assigned nuclear weapons/missile-warhead and related delivery missile systems and associated nuclear-certified support equipment in order to identify and recommend practical solutions to engineering design deficiencies, unsatisfactory reports, and manufacturing defects identified during field-testing and maintenance operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of a wide range of maintenance concepts, principles and practices of specific systems and equipment as they apply to nuclear weapons and nuclear weapons delivery systems (e.g. missile/warhead or gravity bombs and related support systems).
Thorough knowledge of Air Force requirements, directives, qualifications, processes, and training.
Skill in identifying and analyzing complex technical problems and developing innovative solutions.
Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians.
Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data.
Ability to plan, organize, and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment. Ability to communicate well both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
