The primary purpose of this position is serve as the senior Foreign Disclosure Officer, and career corporate knowledge expert for foreign disclosure in the Foreign Disclosure Division, Intelligence, Surveillance, at Headquarters Air Force Special Operations Command; and to plan, direct, and develop goals and objectives that integrate organization planning, acquisition for assigned international programs.

Duties

-Plans, develops, and implements foreign disclosure procedures and provides direction and guidance on assigned international programs to AFSOC personnel. As the Command expert, serves as AFSOC's foreign disclosure authority for release of classified and controlled unclassified weapons systems, technologies and information to foreign governments and international organizations in support of Air Force, DoD, and commercial international programs. Develops and implements definitive guidance on foreign disclosure policies, procedures, techniques, methods, and standards to an established network of foreign disclosure officers at all AFSOC bases and organizations. -Reviews visits and re-delegates visits originating from the Foreign Visit System (FVS). As the Command expert, directs all international visits throughout AFSOC. Reviews AFSOC visits in accordance with AFI16-201. Redelegates lower-level visits to subordinate field offices. Ensures required disclosure officers approve visits consistent with delegated disclosure authority for specific programs so decisions are consistent throughout the Air Force. Coordinates and tracks all visits of international military personnel and other official parties involving international visitors to include orientation tours, regional military contact programs, and special events. -Directs and approves all aspects of the USAF Military Personnel Exchange Program (MPEP) within AFSOC. As the expert, manages oversight of USAF policy concerning the MPEP, negotiating and coordinating memoranda for exchange positions of foreign Airmen in AFSOC, and acts as a liaison for MPEP issues for AFSOC units with other MAJCOM MPEP managers and the Air Staff. Serves as program manager for all exchange airmen assigned to AFSOC billets under the SAF's MPEP. Authorizes disclosures of classified and controlled unclassified information, within authority delegated to AFSOC in support of MPEP exchange officers. Communicates foreign disclosure release decisions to affected and interested program participants and subordinate MPEP and foreign disclosure officers. -Directs and approves all aspects of the USAF Military Personnel Exchange Program (MPEP) within AFSOC. Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialied experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, technology, information, and assistance; knowledge to plan and implement a foreign disclosure program, and to understand and work effectively with an industry export compliance program. This includes expert-level knowledge of specific foreign disclosure operations, politico military affairs, operations, and technologies used in military Command and Control systems, technologies used in military weapons systems, information, and industrial security processes for classified material handling, Military Personnel Exchange Program (MPEP) procedures and guidance, and general management practices; knowledge and experience planning, administering, and monitoring conference, visits, travel teams, and other multiple tasks associated a high-ranking international audience; and knowledge of developing and implementing command-wide policies, programs, and procedures, and develop strategies for handling varied complex disclosure issues that require deviation or synthesis of policies that may have national implications. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, technology, information, and assistance. 2. Knowledge and experience planning, administering, and monitoring conference, visits, travel teams, and other multiple tasks associated a high-ranking international audience. Ability to lead, review complex technical material and approve the disclosure and/or export to foreign entities. 3. Expert/mastery level knowledge to plan and implement an Air Force foreign disclosure program, and to understand and work effectively with an industry export compliance program. This includes expert-level knowledge of Air Force and USSOCOM specific foreign disclosure operations, politico military affairs, operations, and technologies used in military Command and Control systems, technologies used in military weapons systems, information, and industrial security processes for classified material handling, MPEP procedures and guidance, and general management practices. 4. Knowledge of Air Force, MAJCOM, and wing program goals and objectives; command structure, missions, and programs; and in analytical theories, processes, and practices. This includes the ability to develop and implement command-wide policies, programs, and procedures, and develop strategies for handling varied complex disclosure issues that require deviation or synthesis of policies that may have national implications. 5. Ability to effectively write and orally communicate foreign disclosure, export information, and MPEP to various audiences, to include U.S. and foreign staff, management, senior executives, and corporate officers. In addition, the ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; work in a professional manner with subordinate unit leadership, peers, and management; and to plan, organize work, and meet deadlines. 6. Ability to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the Government or in the study and disposition of information bearing on international relations. Ability to safeguard classified and sensitive information. CONDITIONS OF EMPLYMENT CONT'D: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
