The incumbent provides technical and administrative support to the Chief of Engineering and is responsible for providing updates and necessary information to the Ass. Medical Center Director of NYH regarding Engineering Service. The incumbent will be located in the Engineering Department in Manhattan, with travel to Brooklyn and St. Albans campuses as assigned/needed. The incumbent is responsible for assuring the service is in compliance with the Medical Center's building Maintenance Plan.

Duties

Establishes performance standards and prepares formal evaluations of employee performance. He/she is responsible for keeping employees informed about policies, procedures, and goals of the department and medical center as they relate to the work of the Engineering Service. The incumbent will serve as the expert in all engineering service administrative tasks to include but not limited to: tracking projects, ongoing M&R work orders, special projects, generating funding documents, gather and upload projects onto FORCE, timekeeping. Serves as the Facility Management VISN Management Analysis/Business process Reengineering liaison. The incumbent will set up and participate and lead conferences within the Engineering Department in Brooklyn, St. Albans, and Manhattan. Resolves any technical issues inherent in the allocation of space and ensures adherence to the appropriate design criteria as well as to special requirements or standards. They are expected to analyze the facility's spaces for use and offer their expertise on how space should be utilized. Evaluates collected data to assure requirements and standards of the agency are followed. Ensures planning follows applicable building and life safety codes, and governing guidelines (Federal, Joint Commission, and others), included are regulations and Federal guidelines on accommodation of persons with disabilities. Perform other duties as assigned. Supervisory responsibilities include: 1. Planning, coordinating, scheduling, and reviewing work of the Chief's office. This includes support to planning and design, maintenance and repair, environmental health and safety, and energy management. 2. The incumbent establishes, develops guidelines, assigns duties, sets priorities, and assures the meeting of deadlines. 3. Provides support to staff and has the authority to review, accept, amend, or reject their work. 4. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. 5. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. 6. Evaluate work performance of subordinates. 7. Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. 8. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. 9. Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. 10. Find ways to improve production or increase the quality of the work directed. Work Schedule: 8am-4:30pm Monday-Friday Telework: Ad. Hoc. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: tracking projects, work orders, special projects, generating funding documents, gather and upload projects, timekeeping. ; A knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; ;a knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; a knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses (Experience must be documented in your resume to receive credit) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
