You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPL REL/LABOR REL) in the Employee & Labor Relations Department of NETC HUMAN RESOURCES OFFICE.

Duties

You will serve as the Head of the Employee/Labor Relations to provide assistance and guidance on employee relations problems and issues which affect individual performance, performance appraisal systems, and employee relations training programs. You will serve as technical expert to employees, supervisors, and HR personnel regarding employee grievances related to pay and leave issues and entitlements. You will provide advice and assistance to supervisors, employees, and HR in a wide variety of employee relations matters such as performance issues, conduct actions (disciplinary and adverse actions), grievances, appeals, etc. You will train supervisors and management officials on ER problems, performance and conduct issues, merit systems principles, and investigative techniques. You will be responsible for implementing labor relations programs, providing policy guidance and advice to leadership, program managers, other management officials and supervisors. You will represent management and provide counsel and advice for labor disputes including negotiated grievances, unfair labor practices (ULP’s) and arbitrations. You will plan work, set priorities, prepare schedules, evaluate work performance, interview candidates for positions, and identify developmental and training needs of employees.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing Labor and Employee Relations issues (e.g., performance, discipline, grievances) to provide management appropriate courses of action; 2) Assisting in federal labor contract negotiations and administration to ensure processes comply with federal law and regulations; 3) Applying complex fact-finding, analytical and problem-solving methods, and techniques to identify causes and determine resolutions for employee issues; and 4) Preparing and presenting research, findings, and recommendations to address difficult employee issues.
