The primary purpose of this position is to provide analysis and evaluation of contracting matters as well as to interpret, initiate, and recommend contracting policies, procedures, and guidance for the organization.
Duties
Serves as contracting / acquisition team members and assists them in identifying acceptable solutions to resolve contractual issues encountered during all phases of the acquisition process.
Reviews and evaluates contract actions from the inception of requirements through contract award to ensure regulatory and procedural requirements have been met.
Conducts training of contracting personnel to improve organization performance.
Participates in special projects and initiatives and performs special assignments.
Serves as lead business advisor to a wide range of customers.

- In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
- Shift work and emergency overtime may be required
- Must be able to obtain and maintain the appropriate security clearance
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management; knowledge of business and industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; and knowledge of the missions, roles, functions, organizational structures, and operation of entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Federal Acquisition Regulations, Executive Orders, DoD, AF, and MAJCOM policies, regulations and procedures and a wide range of contracting methods and types.
2. Knowledge of commercial business practices, industrial management, contracting procedures, technical concepts and production practices to evaluate contractor proposals and activities and quality assurance policies, procedures, applicable guidelines and market conditions applicable to program and technical requirements.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
4. Ability to recognize and analyze problems, conduct research, summarize results, make appropriate recommendations, prepare training materials and conduct training. As well as methods and techniques of fact- finding, analysis, and resolution of complex problems; and the ability to develop concrete action plans to solve problems.
5. Ability to communicate effectively, both orally and written to establish or maintain a good relationship with individuals and groups within the office as well as outside the immediate work unit.
6. Ability to plan, organize, meet deadlines and manage critical aspects of research, development, production and support of subsystems or equipment, and integrate, analyze and manage a variety of acquisition functions and personnel in support of the acquisition process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
