This is a Direct Hire Authority solicitation utilizing the DHA for the Criminal Investigation Division (CID) to recruit and appoint qualified candidates to positions in the competitive service. Position Summary: Serves as an Executive Protection Officer with CID's Executive Protection Field Office; assists with planning protective operations, countermeasures, protective intelligence, and duties to protect senior leadership and personnel from acts that may jeopardize their safety and security.

Duties

The incumbent serves as a criminal investigator responsible for independently planning, developing, and conducting major criminal felony investigations. Directs and participates in large scale joint and task force felony criminal investigations having national or international jurisdictional or media interest. Plans, leads, and participates in significant and potentially dangerous undercover functions to include undercover surveillance and 'sting' operations. Reviews and prepares interim or final reports of felony criminal investigations detailing the multifarious, contributing cause or causes and expert recommendations to prevent similar future occurrences. The incumbent maintains pertinent statistical and management data on internal investigations, programs, and functional areas in his/her area of responsibility (AOR). The incumbent proactively identifies vulnerabilities, management/policy deficiencies, and other crime conducive conditions. Consolidates and evaluates incoming criminal information and intelligence data, identifying necessary investigative and intelligence follow-up actions to be initiated.

  • Must qualify with and carry a firearm.
  • Must meet qualifications outlined in the Lautenberg Amendments.
  • Must agree in writing to comply with management-directed permanent change of station movement to meet mission requirement.
  • Temporary duty travel will be required about 20% of the time.
  • Must possess and maintain a valid motor vehicle operator's license.
  • Must file an initial and annual OGE-450, Confidential Financial Disclosure Report.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: One year of specialized experience planning, developing, and conducting major criminal felony investigations and providing investigative guidance to subordinate criminal investigators. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Applicants must agree to work an average of two hours extra per day to meet the requirements for LEAP as described in 5 U.S.C.5545a(d)(1). PHYSICAL REQUIREMENTS: May manage, plan, and participate in protective service missions, undercover functions such as surveillance and sting operations. Performance of these kinds of duties require: moderate, to arduous physical exertion involving walking and standing, use of firearms and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Incumbent must possess sufficiently good vision, with or without glasses, in each eye, in order that they may perform the duties satisfactorily. Near Vision, glasses permitted, must be acute for the reading of printed material the size of typewritten characters. The ability of incumbent to hear the conversational voice and whispered speech is required (any hearing impairment may be compensated by use of a hearing aid). Since the duties of the position are exacting and responsible, and involve activities under trying conditions, incumbent must possess emotional and mental stability. Any physical condition, which would cause the applicant to be a hazard to themselves or to others, will disqualify themselves for appointment.
