Duties
This position is located in the Office of the Area Manager, Albuquerque Area Office, duty station in Albuquerque, New Mexico, Chama, New Mexico, or Alamosa, CO. The duties of this position include:
Serves as the Program Sponsor for assigned projects such as the San Juan-Chama, Middle Rio Grande Reserved Works, and San Luis Valley projects;
Plans, budgets, coordinates, and directs the operation and maintenance of complex storage and conveyance facilities;
Makes clear recommendations on any changes in the content, priority, and handling of the projects and resources;
Develops and implements plans to achieve the objectives established by the Office of the Area Manager;
Establishes a collaborative working relationship with water users and other stakeholder;
Identifies and analyzes problems;
Communicates effectively with all levels and types of organizations and audiences;
Uses partnerships to achieve collaborative solutions and resolve complex problems;
Works with Contracting Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, Indian Self Determination Act contracts, and interagency agreements;
Establishes a team environment within and across offices and divisions.
Condition of employment: Must possess or obtain within 2 year of employment the Basic or level 1 Federal Acquisition Certification for Program and Project Managers (FAC-P/PM). Must obtain certification within 2 years from date of employment.
Specific training is required to serve as a Grants Officer's Technical Representative as articulated in applicable DOI and BOR Manuals.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience performing at least 3 of 4 of the following duties: 1. Plan, budget, coordinate, and direct operation and maintenance activities for complex storage and conveyance facilities; 2. Manage one or more of the following programs: planning; engineering, design and construction; water operations; river maintenance assessment; infrastructure management; general administration; environmental control; land management, acquisition and disposal; water resources management; management of recreation and fish and wildlife activities; repayment and economic analysis; and other programs; 3. Establish and maintain effective working relationships with diverse groups that include managers, employees and peers, federal agencies, local entities, irrigation districts and public interest groups; 4. Utilize project management principles and guidelines to manage multiple construction and maintenance infrastructure projects and priorities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/20/2024.
