The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats
Duties
Serve as a principal advisor to the D/NCBC, DD/NCBC, and ODNI senior leadership for development of strategies, assessments, and evaluations related to technologies and capabilities to address and close intelligence gaps related to counterproliferation (CP) of nuclear, biological, and chemical weapons, and relevant delivery systems.
Champion and lead a team of professional staff by providing strategic direction, empowering leadership at all levels, and providing actionable feedback regarding personal and professional development. Identify, align, integrate, and apply technologies and capabilities that address weapons of mass destruction and biosecurity-related intelligence gaps.
Direct and oversee the development and implementation of a comprehensive, proactive counterproliferation and biosecurity strategy for the IC.
Collaborate with key stakeholders within the IC, USG, academia, and other research entities to identify critical customer needs, long-term priorities, and partnership opportunities. Identify, examine, monitor, and articulate significant counterproliferation and biosecurity policy/resource issues impacting ODNI relationships with key partners, the Executive Branch, Congress, and the public.
Foster strong relations with key CP stakeholders in the IC, military commands, and NT-50 organizations towards the development of CP/biosecurity capabilities and tradecraft.
Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Qualifications
Mandatory Requirements
Expert knowledge of the IC and USG counterproliferation and biosecurity missions, objectives, programs, and activities.
Expert managerial experience with personnel and financial management policies, regulations, and practices.
Proven strategic and tactical planning, critical thinking and analytical skills, required to propose innovative solutions and implement change with resourcefulness and creativity.
Expert ability to coordinate, network, and communicate across the IC and USG agencies to develop, coordinate and influence change.
Excellent oral and written communication skills, including ability to clearly convey complex information to audiences of all levels.
