The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

Lead, plan, guide, and conduct the research and identification of key program issues, evaluate alternatives, and develop innovative proposals for decision by the Office of the Director of National Intelligence (ODNI) senior leadership. Lead, plan, evaluate, and determine relevance of source material, evaluate procedures, analyze data, and develop innovative proposals for decision by ODNI senior leadership. Plan, develop and present findings, conclusions, options, and recommendations to ODNI senior management. Plan, develop, and produce informational materials concerning ODNI mission, programs, and activities for dissemination to stakeholders and obtain feedback on the effectiveness of these materials. Plan, define, and manage complex publication projects; apply techniques to manage multiple projects concurrently and efficiently and develop production timelines that ensure the delivery of high-quality products on or before the deadline. Conduct research to develop ideas for presenting content and product layouts; analyze multiple complex options and approaches for executing a project and effectively select optimal tools and strategies that ensure timely and efficient completion. Serve as a senior editorial resource for the publications team; apply extensive knowledge of grammar, punctuation, corporate writing standards, and substantive matters in leading discussions to identify and resolve editorial issues and inconsistencies in complex text and graphics; mentor junior employees and foster mentoring relationships within the team. Evaluate, examine, and conduct in-depth analysis of current and future training development needs based upon an understanding of current employee skills, future skill needs, skill gaps, and mitigation strategies to address gaps, plan and implement initiatives, and define the direction of future training development. Lead a team of professional staff in the development, identification, scheduling, delivery, and evaluation of courses, workshops, conferences, database training, systems training, and meetings that meet the needs of employees. Provide support to training program developers by applying detailed knowledge of the work and mission of the organization to produce training materials that may include organization-specific scenarios, case studies, supporting documentation, and other products that are used to create relevant and effective training materials.

Extensive program management, analytic, and critical thinking skills, including superior ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the USG. Demonstrated ability to balance responsibilities among program/project activities; demonstrated ability to manage transitions effectively from task to task, adapting to varying customer needs. Demonstrated ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; demonstrated ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches. Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues. Demonstrated skills in writing logically, clearly, and concisely; demonstrated communication and negotiation skills for eliciting and sharing information; demonstrated ability to brief team members, customers, and management at all levels to discuss project requirements and status. Extensive knowledge of training programs, courses, and other instructional methodologies, including the ability to identify, evaluate, and recommend appropriate courses, programs, and solutions to develop required workforce skills and abilities. Extensive knowledge and experience in applying adult learning principles and methodologies to the design and/or selection of courses. Demonstrated skills in writing logically, clearly, and concisely; demonstrated communication and negotiation skills for eliciting and sharing information; demonstrated ability to brief team members, customers, and management at all levels to discuss project requirements and status. Extensive knowledge of training programs, courses, and other instructional methodologies, including the ability to identify, evaluate, and recommend appropriate courses, programs, and solutions to develop required workforce skills and abilities. Extensive knowledge and experience in applying adult learning principles and methodologies to the design and/or selection of courses.
