This position is located in the Architect of the Capitol (AOC), Superintendent Library Buildings and Grounds. The Human Capital Program Specialist serves as the point of contact to ensure that all Human Capital policies, processes, procedures, and initiatives are implemented in the jurisdiction. The Specialist's also focuses to ensure extraordinary customer service to all stakeholders.
Duties
The Human Capital Program Specialist manages, directs, and oversees Human Capital activities and special projects. Also will provide oversight for the development and implementation of new or modified programs and project management, providing advice, guidance, and recommendations to the senior management staff.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-09 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Creating documents, spreadsheets and reports using automated information systems to provide human capital and administrative support;
Tracking various information and relevant data to provide status updates and to ensure deadlines were met;
Updating, and maintaining logs, reports and tracking systems to support an office work flow; and
Researching human resource policies and procedures and briefing both management officials and employees on any changes.
OR
Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree. To be qualifying, the higher-level graduate education must be in a major field of study in Accounting, auditing or other field of study with course work directly related to the work of this position.ORHave an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Providing Human Capital guidance and administrative support for an office to include using a variety of automated human resource information systems to create documents, spreadsheets and reports;
Tracking various types of information to provide status updates and ensure deadlines/due dates are met;
Researching human resource policies and procedures and briefing management officials on any changes;
Entering information into an automated personnel system to create various personnel actions; and
Implementing analytical techniques and evaluation criteria to measure and improve work processes, program effectiveness and organizational productivity.
OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position.
ORHave an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
