This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will work as a Painter utilizing knowledge and skill in preparing wood, metal, concrete and other surfaces for a variety of industrial and commercial coating systems involved in the repair, maintenance and overhaul for lock and dam machinery, facility buildings and equipment.

Duties

Use and maintain all painting related tools and equipment. Use and adjust ladders, scaffolds, and other types of work platforms. Assure the protection of surrounding areas. Set up, adjust, and operate spray painting equipment, hand power tools, and surface cleaning equipment. Prepare metal surfaces for painting by needle gunning, sandblasting, pressure washing, and/or cleaning. Paint surfaces with various types of paints, epoxies, enamels, and marine coatings using brush/roller and spray applications. Mix paints and other surfacing materials, base materials, thinners, and pigments to obtain appropriate consistency, color, and drying properties. Perform less complex carpentry and plumbing tasks by assisting higher graded journey level craft workers; or perform work as a laborer. Occasionally you may assist Lock and Dam Equipment Mechanics.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver's License.
  • Defensive Driving course is required to be completed within 6 months of start date.
  • Pre-employment and Annual physical required.
  • Must pass a respiratory fit test and be capable of performing assigned tasks while wearing respiratory protection equipment to include air-fed hoods.
  • Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Painter~ without more than normal supervision. Have the ability to perform common painting work assignments using common and accepted trade practices, methods and techniques. Prepare surfaces by sanding, scraping, and using special hand tools. Apply pre-mixed coating materials to various surfaces using brushes, rollers, sprayers, etc. applying basic finishing techniques. Work under normal supervision or a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision PHYSICAL EFFORT: The incumbent stands, stoops, kneels, bends, climbs and works from scaffolding and other types of work platforms, some being up to 60 feet in height. Must be capable of lifting items in excess of 50 pounds on a regular basis. Must pass a respiratory fit test and be capable of performing assigned tasks while wearing respiratory protection equipment to include air-fed hoods. WORKING CONDITIONS: Duties are performed in a variety of working conditions, including inside buildings, outdoors in inclement weather, permit required confined spaces, and elevated work platforms, all of which require the use of a variety of personal protective equipment. Duties require working with and around hazardous substances.
