About the Position: This position is part of a Quality Assurance (QA) team responsible for the oversight of the fabrication of welded and painted structures within the District. The Portland District is also the Center of Expertise for Welding & Metallurgy for the Corps of Engineers. In this capacity, the QA Team supports all Corps Districts by consulting on specification requirements for and the inspection of welded and painted structures.

Duties

Serves as a regional consultant for a variety of metal fabrication projects throughout Northwestern Division and other Corps of Engineers Divisions. Monitor quality control and assurance activities of shop fabrication contractors for conformance with quality plans and regulations and key technical specification requirements. Provide support to design teams during product development by reviewing plans and specifications and recommending changes to ensure quality products. Serve as a senior specialist and as such mentors/trains junior specialists in basic and advanced inspection techniques and methods including nondestructive testing. Provide assistance to the Technical Center of Expertise in developing or improving processes to improve the program. Developing a Nondestructive Testing (NDT) Written Practice, recommending training, researching emerging technology, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain Certified Welding Inspector (CWI) certification from American Welding Society.
  • Must be ASNT Level III certified in Ultrasonic Testing, Visual Testing, and Magnetic Particle Testing.
  • Must maintain valid driver’s license.
  • Financial Disclosure, OGE 450, is required upon appointment and annually thereafter.

Qualifications

The position is located in the Portland District Engineering and Construction Division, Construction Branch, Construction Services & Cost Engineering Section, located in Portland, Oregon. This position is part of a Quality Assurance (QA) team responsible for the oversight of the fabrication of welded and painted structures within the District. The Portland District is also the Center of Expertise for Welding & Metallurgy for the Corps of Engineers. In this capacity, the QA Team supports all Corps Districts by consulting on specification requirements for and the inspection of welded and painted structures. Covering most of Oregon and southwestern Washington, Portland District operates locks and dams along the Columbia River, manages dams in the Willamette Valley for flood damage reduction, maintains Oregon's coastal rivers for navigation, and leads the Nation in hydropower generation, all while ensuring equal attention to environmental protection and restoration, fish and wildlife enhancement and recreation.
