This National Guard position is for an AIRCRAFT MAINTENANCE OFFICER, Position Description Number NGD1640000 and is part of the 114 FW MAI GP. This is a Title 32, Dual-Status position.

Duties
As an AIRCRAFT MAINTENANCE OFFICER, GS-1601-14, you will:
This position is located at an Air National Guard aviation wing. Its purpose is to serve as the Aircraft Maintenance Group Commander, with responsibility for directing, and managing the Aircraft Maintenance Group. It partners with the Wing Commander, as well as the Mission Support Group, and the Operations Group Commanders in planning, scheduling, and implementing an Operationally Risk Managed (ORM) flying program. The scope of work for the positions is identified with an authorized work force ranging from 325 to 674 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Non Dual Status Technicians, state employees, and contract personnel.

Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
COMPATIBLE MILITARY ASSIGNMENT: Rank: Lt Col to Col. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised.
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Knowledge of fiscal controls used to ensure compliance with federal law and higher headquarters directives.
Skill to manage a sound aircraft maintenance personnel management program based on manpower documents to assure that personnel in staff, supervisory, and technical positions are highly qualified and motivated.
Skill in employee development and training to ensure all assigned personnel and organizational entities are fully capable of performing their wartime tasking.
Knowledge of management techniques for the aircraft maintenance activities in support of the unit's peacetime and wartime mission accomplishment.
Skill to evaluate the activities of the aircraft maintenance programs to ensure resolution and prevent re-occurrence of problems.
