This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves in an Interdisciplinary position, performing duties as a Biologist, Forester, or a Wildlife Biologist specializing in a broad range of assignments in support of project wildlife management, forestry, natural resource management, and geographic information systems operations.
Duties
Assists to coordinate, plan, and execute all of the activities related to the environmental stewardship program, shoreline management, forest resources, fisheries and wildlife shoreline stabilization, soil conservation, etc.
Develops and implements specific land use plans for various project compartments for fish and wildlife management.
Assists with the project's prescribed burning management program.
Independently plans and carries out investigations of wildlife habitat management program concerns.
Performs habitat field inventories at filed sites using government vessels and vehicles to access the sites.
Designs programs to stabilize or improve the carrying capacity of wildlife habitats on Corps lands.
Provides technical expertise and skills related to the management of wildlife habitat and sensitive plant communities and species on various big river habitat communities.
Keeps up to date in regard to environmental regulations; and uses the Environemtal Review Guide for Operations (ERGO) as a guide.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must have or be able to obtain and maintain a valid government motor vehicle operator's license.
- Must be trained, tested and licensed to operate small watercraft in accordance with Corps of Engineers' policy and other applicable regulations.
- Must wear uniform prescribed by Corps of Engineers.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-09: One year of specialized experience which includes conducting field investigations and/or field work to observe habitat conditions; Completing inventories and/or studies of project, forest and/or wildlife resources based upon a combination of on-the-ground sample plots, stand mapping, aerial photography, Geographic Information System (GIS) processing and/or computerized analysis; and determining such things as habitat and species composition, location of wildlife habitat, knowledge of threatened and endangered species, and/or invasive species. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-07: One year of specialized experience which includes assisting to coordinate, plan, and/or execute all of the activities related to the environmental stewardship program such as shoreline management, forest resources, fisheries and/or wildlife, shoreline stabilization, soil conservation, pest control and/or historic properties protection; assisting in drafting and/or preparing documentation and/or correspondence; and utilizing GIS and/or other tools to collect environmental information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
