This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Mid-Continent Regional Office, Geospatial and Technology Transfer Branch.
Duties
DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Provides expert technical recommendations to the Regional Director or other levels of senior management with delegated final decision authority. Completes investigations into complaints from the general public.
Researches, analyzes, and prepares recommendations to management on technical issues related to implementation and/or interpretation of the SMCRA.
Analyzes scientific and engineering software modeling tools and field technology equipment.
Serves as a technical Team/Project Leader for specialized multi-disciplinary teams or work units created on an ad hoc basis addressing both regional and national issues. Examples of team initiatives include performing oversight studies of cumulative hydrologic impact.
Plans and conducts complex administrative reviews of approved Title IV and V State programs and/or individual elements under these programs, e.g., special oversight studies, the Abandoned Mine Lands, and/or Regulatory Programs.
The Office of Surface Mining Reclamation and Enforcement (OSMRE), has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Salary Information:
GS-12: $89,054 - $115,766 per annum.
GS-13: $105,896 - $137,669 per annum.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience: A combination of education and experience-- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
(2) Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
1. Professional knowledge conducting field investigations and/or topical oversight studies;
2. Participate on interdisciplinary teams writing environmental documents;
3. Prepare annual evaluation reports and performance agreements;
4. Participate on teams to conduct research analysis of State Regulatory programs, perform reviews and field verification of abandoned mined land reclamation projects; AND
5. Experience with data collection and word processing software, spreadsheets or databases.
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
1. Performing work that utilizes Geographic Information Systems or other software to capture, analyze, interpret and manage technical data and information;
2. Interpreting environmental laws, rules, and/or regulations to ensure compliance; AND
3. Analyzing topographic, geologic, soils or hydrographic maps in various terrains.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
