The Incumbent serves as a vital member of the Engineering Quality Section at the VA Medical Center and all associated sites of care or services and has support/quality responsibilities for the construction program. The Incumbent will accomplish various technical and construction management functions related to monitoring and control of construction operations.

Duties

Incumbent will review construction documents across the entire construction program including drawings, specifications and cost estimates to determine communication discrepancies, functional construction, code adherence, construction activity sequencing, value engineering and potential conflicts with other planned or ongoing facility construction activities. Investigate and provide plans/assessments for site conditions, existing building conditions, utility conditions, building system operations, corrective/preventative maintenance history and researching facility record documents/as-builts to ensure accuracy of construction documents and reduce risk of changes to construction contracts. Incumbent will develop, maintain and continually improve pre-­bid and pre-construction agendas to enforce facility standards/constraints. Attend and participate in the pre-bid and pre-construction meetings. Review and provide constructive input to pre-bid/pre-proposal questions/request for information to ensure all prospective offerors have a level playing field and nuisances/ambiguities identified in construction documents have resolutions that promote value engineered options and reduce risks of potential conflicts. Incumbent will serve as construction safety officer for construction contracts executed by the local Engineering Department at VA owned facilities and establish, execute and continually improve activities to maintain safe and healthy worksites for staff, patients, volunteers, visitors, contractors, and the general public during construction and renovation-related activities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,03/13/2024 . Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting plans and specifications; inspecting materials and workmanship; insuring adherence to safety requirements. You will be rated on the following Competencies for this position: Building and ConstructionQuality AssuranceSafety Engineering Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion such as long periods of standing; walking over rough, uneven, rocky or slippery surfaces, recurring, bending, crouching, stooping, stretching, climbing or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment and/or regular visits to construction, industrial or other outdoor sites. Working Environment: Portions of the work are conducted in an office environment and allow the incumbent to be sedentary. However, a significant amount of field work is required which places the incumbent in adverse weather, temperature extremes and noisy conditions near mechanical, electrical and heavy operating equipment. Incumbent will be required to work in all areas of the VA Medical Center including mechanical and electrical equipment rooms, utility areas, steam and chilled water central plants on roofs, in crawlspaces and other outside areas. Concentration and sustained performance under prolonged stress is required because of time factors involved and the complexity of work. This position requires no exposure to blood pathogens, body fluids or other potentially infectious material. However, adherence to standard precautions and guidelines is essential.
