The incumbent serves as Business Operations Director, with responsibility for the Department of Veterans Affairs (VA) Enterprise Human Resources (HR) Information Systems (IS). This position is located within the Office of the Chief Human Capital Officer (OCHCO), Center for Enterprise Human Resources Information Services (CEHRIS).
Duties
Lead large and cross-organizational teams, coordinating and directing projects to improve business processes.
Lead the Enterprise VA HR IT Governance process and serve as the Chair for the Program Steering Committee.
Monitor CEHRIS acquisitions, budget, governance, and change management pieces of CEHRIS programs, including those assigned to departmental managers tasked with systems implementation activities.
Resolve complex and emerging complex enterprise issues, advising senior leadership of potential and emerging problem areas, including formulation of recommendations for appropriate program responses.
Support development of an HCM strategic vision and capabilities roadmap for Enterprise VA. Works with Executive Director, CEHRIS, Deputy, CEHRIS, OIT partners and Policy partners to develop enterprise strategy, capabilities roadmap, and ensure technical roadmaps align to the same.
Expert in Franchise Fund processes and key deliverables. Responsible for development of the Business Plan, Key Performance Indicators (KPIs) and Service Level Agreements (SLAs).

Specialized Experience:
To qualify for the Program Manager position, candidates must meet the qualification requirements by the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Supervising staff and providing expertise in program leadership, Enterprise and Organizational strategy, governance, project planning, procurement and budget, change management, and System Development Lifecycle. (2) Overseeing the direction of business process reengineering and change management efforts related to HRIS systems to ensure implementation of standardized business processes. AND (3) Exercising authority to set a series of annual and multi-year, long-range work plans and schedules for HR information systems program operations and/or for work contracted out.
