Duties

WHAT IS THE Information Technology Enterprise Services DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Information Technology Enterprise Services The following are the duties of this position at the full working level. Provides advice and feedback to management on sensitive or confidential matters including personnel actions (competitive and non-competitive promotions), liaison with labor relations (grievances, suspensions and removals), performance management (writing manager ratings and performance/special act awards), and investigations (TIGTA and GAO). Consults with management within the organization, and with staff analysts at higher levels within the agency on critical organizational, management issues, and/or labor management relations/negotiations affecting operating programs Serves as a management expert on major corporate or large-scale studies, projects, or team efforts including other subject-matter specialists. Participates in corporate systems design and implementation strategies Plans, organizes, and/or leads all phases of multi-functional efforts to evaluate plans and proposals of projects involving broad areas of work processes, operational practices, and integration between various functional areas

Requirements

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-13: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-12). Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; applying project management principles to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management to evaluate complex projects and studies and experience identifying problem areas, trends, deficiencies, and other similar factors affecting operations. Experience utilizing budgeting methods and techniques to prepare analyses and estimates, and oral and written communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
