Duties
The Department of Energy's (DOE) Office of Intelligence and Counterintelligence is looking for a dynamic, innovative, and experienced leader who can direct and nurture a nationwide counterintelligence enterprise.
As the Deputy Director for Counterintelligence you will:
Be in charge of the Counterintelligence Directorate that oversees all counterintelligence (CI) activities and operations throughout the DOE complex.
Integrate, mediate and resolve policy, strategic planning, programmatic, technical, operational and intelligence production activities throughout the Counterintelligence Directorate, as well as participate as a senior DOE-IN leader regarding similar matters throughout the Office.
Set internal control standards for effectiveness, efficiency, and productivity and assess organizational policy, program, and project viability in coordination with relevant authorities in the Department and the IC.
Determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and directs implementing actions.
Manage and oversee the activities of five subordinate divisions at Headquarters (Threat Assessments, Collections and Reporting, Insider Threat, Investigations, and Training and Inspections) and more than a dozen Counterintelligence Field Offices around the country that provide similar support to DOE's national laboratories.
Qualifications

Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4: Business Acumen: Ability to manage human, financial, and information resources strategically.
5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs.
Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ 1: Executive-level experience in applying the principles, concepts and methodologies of counterintelligence investigations and associated operations on a nationwide scale (in a domestic context), and an ability to assess critical issues, provide expert advice and lead development of mechanisms to protect Departmental personnel, facilities, technology, and intellectual property.
MTQ 2: Senior-level experience leading and overseeing the development, coordination, and execution of overt and controlled intelligence and counterintelligence operations in support of national intelligence requirements, meeting dissemination tradecraft and standards, including policies to ensure such operations are conducted in accordance with applicable laws, regulations, orders, Intelligence Community Directives, and National HUMINT Manager Directives.
MTQ 3: Demonstrated ability to innovatively and successfully partner with other intelligence, scientific, or technical organizations or agencies to identify emerging strategic threats and trends, realign organizational objectives and adjust existing methodologies to address new and unexpected counterintelligence challenges in areas such as insider threat, supply chain risk management or the protection of U.S. Government-sponsored scientific and technical research and development activities.
