Duty Location: Yuma, Arizona
Duties
The Survey Team Lead oversees the entire team, coordinates workload, schedules work, meets customer requests and deadlines, and responsible for equipment responsibility (purchasing, maintenance, accountability), and training required for team.
Provides expertise and guidance in field data collection through use of computer-aided surveying equipment and technology
Prepares survey drawings utilizing AutoCAD or other software based on local and Reclamation standard design requirements
Prepares computations for quantities, capacities, alignment, grades, etc. to be used in specification in project planning reports
Prepares and interprets legal descriptions for land required for construction of levees, dikes, canals, drains, roads, stockpiles, and other miscellaneous features; prepares tract maps and legal descriptions that are used by other for the appraisal and purchase of right-of-way.
Conducts construction surveys reestablishing disturbed control points; establishing control points and benchmarks; making final surveys 'as-builts' of completed construction work
Communicate to the team the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes
Leads the team in: identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; ensure that each employee has an integral role in developing the final team product
Maintains program and administrative reference materials, project files and relevant background documents; make available policies, procedures, and written instructions from the supervisor; maintain current knowledge to answer questions from team members on procedures, policies, and directives
Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs
Resolves simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience applying land surveying knowledge, concepts, principles and techniques to conduct land survey projects; utilizing state of the art surveying techniques; conducting surveys in preparation of appraisals, purchases, and reports; maintenance and/or replace of equipment; leading a team of survey technicians through communicating, assigning, identifying, distributing, and monitoring work assignments and providing training to the team.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Selective Placement Factor: This position requires a current, valid Driver's License. Failure to provide proof of such license will cause you to be rated ineligible for this position.
This position requires the ability to obtain and maintain certification or license to operate watercraft in accordance with agency standards.
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/20/2024.
Education
This position does not allow substituting education for experience.
