About the Position: About the Position: Serve as a Senior Budget Analyst performing a wide range of financial analytic and management functions within the OMA Current Operations, Army Budget Office of the Assistant Secretary of the Army (Financial Management and Comptroller) [OASA(FM&C)].
Duties
Serve as an OMA financial expert for Army programs. Review, analyze, edit, manipulate, and consolidate program and budget data.
Identify requirements shortfalls and trade-offs and prepare appropriate supporting documentation.
Using various Army databases and systems, to record, track, and report financial/budget data.
Analyze, interpret, compile, and summarize Agency/DOD/OMB budget and program guidance.
Provide expert financial management guidance on programs to functional managers, ACOMs, and other budget personnel in DA.
Represent the Army Budget Office (ABO) as the subject matter expert on a wide array of financial and program matters impacting all aspects of the Army budget.
Render financial technical program assistance to the ACOMs, ASCCs, DRUs, and HQDA staff. Develops briefings and position/information papers to be used both internal and external to the Army.
Review and analyze authorization and appropriation legislation for impact on assigned program or funds.

- This is a Financial Management Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Secret Clearence required.

Specialized Experience: One year of specialized experience which includes Proficiency in Army financial systems and databases; including but not limited to GFEBS. Current year execution management of Operation and Develop written and oral products (briefings, position/information papers, summaries, analysis) for leadership and/or the agency Maintenance appropriations. Develop written and oral products (briefings, position/information papers, summaries, analysis) for leadership and/or the agency. Review/analyze/apply legislation language, regulations, policies, and other guiding documents to Operation and Maintenance financial management. Relevant experience at the Army Corps (or equivalent) or higher level.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
