This position is located in Refugee, Asylum and International Operations, Asylum Division, New York Asylum Office, Bethpage, NY. As a Program Manager, you will oversee and manage an operational unit, implementing internal controls, and planning work based on operational needs and short-term and long-term goals.

Duties

Managing a variety of diverse asylum operational programs implemented by separate subordinate organizational units at the Asylum Office. Supervising a unit by planning, coordinating, directing, and evaluating the activities of subordinate employees. Identifying and resolving unique asylum operational issues where no policy exists and taking innovative actions to address new needs. Overseeing the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize in managing asylum operations. Practicing sound position management when assigning work, combining/separating duties, and in fulfilling other human resources management duties and responsibilities.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/15/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/15/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Directing activities of subordinate managers and supervisors on a variety of duties which may include resource management, budget formulation, workload analysis, performance monitoring, records, and mail management; Performing administrative and human resource functions relative to the staff supervised and established guideline and performance expectations for staff members; Conducting periodic and comprehensive evaluations of ongoing functions to ensure that the organization meets stated goals; Participating in the formulation of policy, procedures, and operations and recommends changes that may affect the entire Asylum program.
