You will serve as an Intelligence Specialist at the GG-13 grade level responsible for directing and leading a wide-range of Electronic Intelligence (ELINT) analysis and production activities across multiple fields of the intelligence profession. This position is located in Kunia, Hawaii.

Duties

You will lead the collection, analysis, fusion, and reporting of Electronic Intelligence (ELINT) directly to maritime customers throughout the INDOPACOM area of operation. You will serve as a leader of dynamic mission capability which provides 24 hour Indications and Warning/Situational Awareness to Theater Intelligence consumers. You will set priorities and develop strategies to leverage national and tactical resources to accomplish NIOC Pacific's mission. You will develop collaborative relationships and coordinate with a multitude of National and Military entities, as well as a host of agencies to ensure geographical Common Operating Picture is populated to achieve Maritime Domain Awareness. You will collaborate directly with other departments in the command influencing their actions to ensure synergy of effort in meeting command mission requirements, as well as acquiring resources to accomplishing departmental requirements. You will utilize knowledge in Operational Electronic Intelligence (ELINT) processing systems and is familiar with National/Theater Intelligence databases and reporting standards. You will interpret policy guidance/directions from senior leadership and stakeholders of internal and external Intelligence Community organizations to develop local policies and procedures in meeting governing Intelligence Oversight requirements. You will coordinate access to external resources, makes decisions on resource allocation, and production timelines to ensure overall NIOC Pacific mission is accomplished. You will coordinate with supervisors to identify and set overall program objectives and priorities to achieve Commands Objectives and priorities on Threat Warning support to the Fleet. You will serve as a mentor for junior Electronic Intelligence (ELINT) analysts and reporters. You will work independently in accomplishing Electronic Intelligence (ELINT) tasks and objectives in accordance with established policy and local guidance, production schedules and work priorities. You will work in a team environment planning short and long-term analytic projects providing technical guidance to team members. You will support strategic planning, delivers briefings, hosts visitors and travel on official business.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require a 2-year DCIPS Trial Period.
  • This position may require a Polygraph Examination.
  • Incumbent must obtain and maintain access to NSA facilities and networks.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Providing Electronic Intelligence (ELINT) analysis to ensure reporting processes meet intelligence requirements. Providing analytical system administration security requirements and upgrades on Electronic Intelligence (ELINT) equipment. Collecting, analyzing, fusing, and reporting Electronic Intelligence (ELINT) for the command. Providing guidance and feedback to senior level intelligence officials on the execution of the commands operations and management.
