The Executive Director of Clinical Care has delegated line authority and responsibility for executive level management of the VA Los Angeles (VALA) System of Clinics and administrative operations of VA Staffed Community Clinics. They develop both long and short-range policies and plans, has the final line decision making authority under the VALA Director and provides oversight of operations management in collaboration with the Executive Team to ensure an integrated health care system.
Duties
The Executive Director determines program goals and objectives, develops short- and long range plans for achieving them, in conjunction with the overall plans of VAGLAHS and the VISN strategic planning process; directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve delivery of patient care services; establishes local policy in such areas as program emphasis and operating guidelines; administers a system· for the development and communication of program policies and procedures in accordance with new or existing rules and regulations and ensures adherence to them; administers a management reporting system which provides appropriate data for decision making in such areas as organizational improvements, changes in delegations of authority, position management and coordination among the VAGLAHS programs, clinics and services.
The Executive Director organizes and controls program evaluation activities; develops and coordinates a quality improvement program to ensure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups; develops plans with target completion dates to ensure that action has been taken to correct deficiencies cited by accrediting bodies; conducts a comprehensive and effective quality management and patient safety program for VAGLAHS sites of care and ensures that patient complaints are promptly addressed.
The Executive Director develops and maintains cooperative and harmonious relationships with groups, organizations and other health care providers in the local community, and at the facility, VISN and national levels; fosters positive relations with the media, congressional stakeholders as well as other internal and external stakeholders; ensures that issues raised by Veterans, their families and/or representatives are adequately addressed; actively promotes productive relations with, and recognizes the contribution of, volunteer groups and other service organizations; decides what commitments to make in VAGLAHS operations in view of public relations implications; participates as appropriate in activities of health related associations and of government managerial groups (e.g., Federal Executive Board); promotes the development of VA-DoD sharing agreements as appropriate.
The Executive Director develops, with the participation of administrative and clinical managers and chiefs, plans for the fiscal year that meet the objectives of current and proposed programs; develops a balanced financial plan designed to meet realistic needs of VAGLAHS ambulatory and community clinic sites of care; makes important decisions substantially affecting economy of operations by limiting operating expenses without impairing patient care activities through management assessment, cost effective position management techniques, reorganization, systems redesign and automation; ensures that utilization of available resources is in line with plan or modified through recurring review; allocates available resources to provide the best possible patient care in line with established priorities; expects and obtains as the accountable official, positive accomplishments in effective utilization of resources as related to budget, equipment, contractual services, physical classification and other processes to ensure compliance with existing statutes and regulation; takes timely corrective action where delegated responsibilities are not being properly applied or executed.

(TQ):1. Knowledge of mission, organization, programs, and requirements of health care delivery systems, and the ability to manage and direct a large healthcare facility.
