The Supervisory Government Information Specialist (Chief, Centralized Support Division) position is located in the St. Louis VA Regional Office (VARO). As Chief of the Centralized Support Division (CSD), the incumbent coordinates the work of the division by directing, controlling, and coordinating the activities of the Freedom of Information Act/Privacy Act function and Personnel Information Exchange System (PIES) function.

Duties

MAJOR DUTIES: Oversee special projects related to the records retrieval system of the VA. Ensure the CSD's compliance with all FOIA/PA laws. Serve as a representative dealing with matters affecting records retrieval from the National Personnel Records Center (NPRC). Prepare and give briefings on the PIES system and records retrieval. Direct all claims processing and makes final decisions in types of claims which commit the Federal Government to unusual liability. Serve in a leadership role for privacy related functions and oversight. Review all system-related information security plans throughout the CSD to ensure alignment with security and privacy practices. Prepare statistical reports and provide guidance on FOIA/Privacy Act. Serve as a subject matter expert on FOIA/PA issues to assist and advise CSD staff regarding the resolution of VBA problems/issues involving privacy and other release of information issues. Recommend and carry out appropriate action on all complaints concerning VBA privacy policies and procedures in coordination and collaboration with other similar functions. The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services. Permanent Change of Station is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. In consideration of the payment of expenses for travel and transportation, the selectee agrees to remain in federal service for thirty-six (36) months/three (3) years following the date of transfer. Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/19/2024. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Experience using knowledge of FOIA, Privacy Act, 38 USC, and Veterans Benefits Administration programs to supervise the preparation and processing of claims and records retrieval informational requests to other federal agencies, Congress, other components of the VA, Veterans, and Veterans' representatives; (2) Experience supervising and managing a staff of employees providing overall direction and oversight of workload/ work processes to achieve goals for claim processing or record management related work; and (3) Experience handling informal and/or formal grievance process to resolution. ***NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
