The primary purpose of this position is to serve as an Intelligence Specialist (Operations) and Geospatial-Intelligence subject matter expert for the USSOCOM SOFPREP branch in support of Special Operations Forces Mission Training and Preparation System GEOINT scene visualization database production requirements. *** Salary ranges includes local market supplements ***

Duties

- Oversees SOFPREP GEOINT production requirements coordinating with a myriad of USSOCOM organizations that have enhanced GEOINT data and/or 3D scene visualization database requirements. - Serves as a senior GEOINT intelligence-operational planner for the production of emerging Out-of-Cycle and reduced timeline SOF requirements for enhanced GEOINT data and/or 3D scene visualization database production request. - Performs utility and intelligence analysis of SOFPREP GEOINT scene visualization products to assess the geospatial accuracy, certify the use of the intelligence data and fidelity efficiency, and ensure SOF mission training and rehearsal requirements are met with a competent professional product. - Implementation and administration of the Security Management program for SOFPREP-Campbell section. - Perform all aspects of the SOFPREP-Campbell section Logistics Management and Resource Management Activities.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; the full range of intelligence analysis and production methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; the full range of intelligence analysis and production methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. 2. Knowledge of GEOINT data and 3D scene visualization database sources, layers, production, database tools, quality assurance/control concepts, principles and procurement, acquisition and services contract intelligence, processing, and exploitation methods, techniques, and practices using multi-source intelligence information to capture and report intelligence information in a usable form; and intelligence computer systems used in image generations, GEOINT data and 3D scene visualization database generation systems, networking, and real-time simulation mission and operations. Knowledge of how GEOINT data and 3D scene visualization database products are utilized within USSOCOM Modeling and Simulation end user networks and devices. 3. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation. Knowledge of DoD, Joint and service specific supply accountability directives, policy letters and implementation guidance. Knowledge of acquisition process and various funding streams available for acquisition of hardware and software needed for processing, manipulation, computation, production and storage for modeling and simulation needs. Organizational skills need to systematically track hardware CERP - life-cycle replacement, software licenses and version upgrades, and maintenance for hardware and software on hand/requested. Knowledge of DoD, Joint and service specific directives, policy letters, recurring training required and implementation guidance for purchases of goods and services utilizing the Government Purchase Card. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Able to produce and present tailored informal and formal multi-media briefings to small and large audiences. 6. Ability to maintain control of classified material, quickly assimilate disparate classification of source material from numerous sources, conduct derivative classification analysis, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must have and maintain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information or involvement in Top Secret Special Access Programs (SAP). A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
