This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the Galveston District, Engineering and Construction Division, Construction Branch, Southern Area Office, in Corpus Christi, Texas. Duties

Maintains readiness of equipment. Determines channel depths for hydrographic survey. Operates survey systems to record depths. Enforces standard specifications for control monuments. Surveys disposal site for dredging.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid Class A Commercial Driver's License (CDL) within 12 months.
  • Must undergo a pre-employment physical examination and be enrolled in the medical surveillance program that requires periodic physical examinations.
  • Must obtain and maintain a USACE license for the operation of motorboats less than 26 feet.
  • Travel may be required to perform duties. Travel could be as much as 200 days of a year.

Qualifications

Who May Apply: US Citizens This is a developmental position. You may be selected at the GS-05 or the GS-07 only. If selected at the GS-05, you will be promoted to the GS-06 and then to the GS-07 target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position is being filled as a one-grade interval. For most one-grade interval occupational series, the qualification standard calls for at least 1 year of specialized experience at the next lower grade. However, there is no position in the normal line of progression that is one grade lower than the position being filled. Therefore, 1 year of specialized experience at the second lower level is creditable for in-service (current or former) applicants. However, for outside applicants (ie. those without current or prior Federal competitive or excepted service), 1 year of specialized experience equivalent to at least the next lower level is required. Please see statements below for qualification and time in grade requirements. For In-service Applicants (Current or Former federal employees) GS-5 Specialized Experience: One year of specialized experience which includes: 1) Compiling data from surveys to prepare graphs, charts or visual presentations; 2) Recording gathered data into electronic systems; AND 3) Assisting higher level technician operating survey equipment to take measurements and/or geographical readings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Successful completion of a full 4-year course of study leading to a bachelor's degree from an accredited or pre-accredited institution (a) with major study in an appropriate field of surveying, engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of the following courses: surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-7 Specialized Experience: One year of specialized experience which includes: 1) Reporting malfunctions of automated survey equipment to higher level technicians to ensure accurate readings; 2) Utilizing Global Positioning Systems (GPS) to establish coordinates for survey data; AND 3) Adhering to field procedures for completion of survey data for reports and project completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, or industrial technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. For Outside Applicants (non-Federal) - GS-5 Specialized Experience: One year of specialized experience which includes: 1) Compiling data from surveys to prepare graphs, charts or visual presentations; 2) Recording gathered data into electronic systems; AND 3) Assisting higher level technician operating survey equipment to take measurements and/or geographical readings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
