The primary purpose of this position is to manage the conduct of comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, and work processes and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.

Duties

Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization. Resolves complicated substantive problems affecting major agency programs and requirements, and proposes new organizational structures, realignment of functions, and/or staffing levels to improve efficiency. Designs, plans, and conducts work measurement, methods, and procedures, and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions. Studies require significant adaptation of work methods and application of manpower/process standards. Designs, plans, and conducts management surveys and research projects, and provides advisory services of a wide variety of substantive issues with extensive scope, complexity, and impact throughout a complex organization(s) with interrelated processes and functions. Actively participates in reviews and studies (e.g., Commercial Activities, cost comparison, etc.) to determine the most efficient and cost-effective means of accomplishment (e.g., in-service, contract, etc.) or opportunities with Competitive Sourcing & Privatization (CS&P). Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organization/programs into a consolidated budget request. Research, compiles, and summarizes data involving obligations, expenses, and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates. Manages manpower education and training opportunities and services. Reviews and analyzes pertinent installation data and information to determine the need for a variety of quality management just-in-time education and training for internal and external customers.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying; (1) Analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations, (2) Knowledge of pertinent laws, regulations, policies, and precedents, which affect the use of program and related support resources in the area studied, and (3) Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures. Ability to devise organizational structuring options for complex, diverse organizations. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to access or locate information through the use of a personal computer and software programs. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Ability to determine need for, develop, and conduct classroom training and instruction. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
