Serves as a senior technical lead in the Environmental Branch, with responsibility for the accomplishment of a variety of technical and coordinated duties pertinent to District activities/projects. Serves as a technical authority for the investigation, treatment, and disposal of hazardous toxic and radiological waste, determines project prioritization, and implements all aspects of environmental programs in one or more of the following areas: PFAS, FUDS, FUSRAP, CERCLA/Superfund, RCRA, etc.

Duties

Serves as a technical authority on investigation, treatment, and disposal of hazardous toxic and radiological waste, and supports the District’s mission in one or more of the following areas: PFAS, FUDS, FUSRAP, CERCLA/Superfund. Independently exercises professional judgement in making decisions reflecting the policy of the Chief of Engineers and the Division and District Commanders. Forms and leads cross-functional interdisciplinary teams to execute complex environmental projects. Coordinates efforts with the appropriate technical staffs in the District, HTRW MCX, USACE HQ, interagency partners, and others as needed in the development and implementation of innovative technology. Analyzes data and environmental conditions to determine degree of compliance with applicable standards, project prioritization, and assess impacts to the public health and environment. Support programmatic planning and funding decisions across a broad range of environmental legal requirements to include PFAS, FUDS, FUSRAP , CERCLA/Superfund, RCRA, Clean Water Act, Clean Air Act, TSCA, EPCRA, State Agency requirements, etc. Prepares scopes of work, work plans, plans, specifications, design analyses, environmental information systems, etc., for the District’s environmental projects. Provides advice, guidance, and direction to others in the branch to assist in various phases of study/project efforts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Professional Engineering Registration is required for engineering disciplines.
  • Incumbent must have completed, or successfully complete, the OSHA mandated 40-hour training for hazardous waste site operations.
  • Incumbent must possess a valid state driver's license.
  • Travel up to 25% of the time.

Specialized Experience: GS-13 I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in evaluation, sampling, analysis, and interpretation of environmental data; coordinating teams of subject matter experts and environmental professionals in the execution of complex environmental projects and experience with laws and regulations governing federal agencies engaged in hazardous, toxic and radioactive waste programs and projects.
