Duties

You will analyze environmental standards, specifications, reports and plans for large or complex projects involving construction and maintenance of real property facilities and utility systems. You will meet with installation and tenant organization representatives to explain environmental program requirements, discuss activities and projects, and provide compliance guidance and assistance. You will support the Environmental Management Department (EMD) planner by tracking schedules, proposed costs, and deliverable related to compliance requirements stipulated in the station's National Environmental Policy Act (NEPA) decision documents. You will identify recordkeeping and reporting requirements and develop related procedures for compliance requirements as well as prepare and modify permits and regulatory plans for MCAS Miramar. You will conduct detailed analysis of proposed federal, state, and local actions and make recommendations for integrating environmental factors into the development and/or improvement of facilities, operations, programs, policies and procedures. You will assist in preparation, execution, and follow-up on periodic environmental compliance evaluations and audits including relevant documentation, preparation of tenant organization plans of action and milestones for correction of deficiencies.

Qualifications

GS-11: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates application of environmental compliance concepts and principles in the performance of compliance duties for auditing, preparation of environmental documentation, record keeping, information management, project review, and planning related to natural/cultural resources, air/water quality, above/below ground storage tanks, hazardous material management, and pollution prevention; and analysis of environmental standards, specifications, reports and plans for large or complex projects involving construction and maintenance of real property facilities and utility systems to identify environmental program compliance, documentation and/or coordination requirements. GS-09: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates application of environmental compliance concepts and principles in the performance of compliance duties for preparation of environmental documentation, record keeping, project review, and planning related to natural/cultural resources, air/water quality, above/below ground storage tanks, hazardous material regulations, and pollution prevention. Individual Occupational Requirements
Basic Requirements
  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

  1. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
