The primary purpose of this position is as a civilian employee, to accomplish analytical investigative studies relative to aircraft maintenance performance and to serve as the automated maintenance data systems manager.

Duties

Accomplishes investigative studies of problem areas involving elements of maintenance operations and programs. Manages the Maintenance Information System G0-8l {CAMS for Mobility). Performs functional systems administrator duties on other MIS. Develops and implements long-and short-term training plans to achieve qualification and proficiency objectives for assigned Air Force Reserve personnel. Performs manpower utilization and allocation audits of the maintenance complex.

  • A Secret Clearance is a condition for employment. The employee will be required to maintain a Secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical methods to analyze organizational effectiveness. Knowledge of statistical methods and techniques to compute and analyze raw data. Knowledge of computers and software to modify, devise, and/or develop organizational programs. Knowledge of maintenance operations and mission requirements. Knowledge of MIS, management, various network configurations, and computer system modification. Knowledge of conducting comprehensive and cohesive training plans. Knowledge of the G0-81 (Applicable to Air Mobility Command (AMC) Gained AFRC Wings) data base record and file layouts for the common business-oriented language (COBOL) master files used to access the MIS (in accordance with Technical Order 1-1 G-1-1). Knowledge of the requirements, capabilities, and limitations of small computers. related peripheral equipment. and hardware/software interfaces. Knowledge of MIAP operating system sufficient to maintain and administer maintenance information system. Knowledge of basic programming procedures required writing programs using Variable Information Retrieval Program (VIRP). Knowledge of basic programming procedures sufficient to write and/or modify programs written in job control language (JCL). Knowledge of basic programming procedures sufficient to write and/or modify programs using Multi-Host Internet Access Portal. Knowledge of various utility software required performing hardware and software diagnostics. NOTE: You must submit a copy of official transcripts. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applied statistical, analytical, and presentation techniques and concepts. Knowledge of computer systems management, data base management, network management, computer systems modification, and information analysis techniques. Ability to utilize computer equipment options for processing programs. Ability to plan, schedule, and take corrective action to meet workloads. Knowledge of assigned equipment, maintenance concepts, data collection procedures, and other peculiarities of aircraft production. Knowledge of production processing procedures and flow. Knowledge of the requirements, capabilities, and limitations of personal computers related peripheral equipment, hardware and software interactions, and state-of-the-art data communications technologies to resolve technical difficulties related to user access. Ability to manage the small computer program to include hardware and software inventory, requisition, maintenance, program requirements, custodial duties, and security. Skill in written and oral communications to effectively communicate with senior operations and logistics personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
