About the Position: Provides Operations Management with objectively based information for making decisions on management, administrative and personnel aspects of Division operations and management by accomplishing a variety of assignments concerned with effectiveness and efficiency of programs for a large, complex, diverse and geographically dispersed organization. Duties

Provide management with objectively based information for making decisions on the management, administrative, and personnel aspects of the organization. Provide administrative support in the accomplishment of management-related workforce functions. Prepare personnel actions and position action requests using automated systems, such as Defense Civilian Personnel Data System (DCPDS) and Automated routing of Requests for Personnel Action (AutoNOA). Manage Operations Division staffing plan to provide strategic analysis for the Division on staffing and workforce decisions. Prepare and/or consolidate all administrative reports required for the Division. Interpret inter- and intra-office correspondence to ensure Operation Group is informed of all critical programs and developments. Analyze procedures and policies to improve the efficiency and effectiveness of the organization through knowledge of the mission, organization, and work processes.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year equivalent to the GS-09 grade level which includes scheduling and arranging travel and training; updating staffing plans; personnel record keeping and creating and coordinating processing personnel actions using automated systems; utilizing automated tools related to human resource and financial management; monitoring and/or managing routine administrative programs such as awards/certificates and drug testing. OR Education: PhD. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business or business management (Note: You MUST attach a copy of your transcripts or you will be deemed ineligible.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You MUST attach a copy of your transcripts or you will be deemed ineligible.) You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationPersonnel and Human ResourcesTechnical CompetenceWorkforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
