This position provides technical knowledge in the application of the principles, practices, and techniques of the compensation program. This announcement is to fill the position located at Clinton Indian Health Center in Clinton, Oklahoma. The incumbent reports to the Oklahoma Area Human Resources Officer.
Duties
Interprets and applies laws, regulations, policies, and practices to provide compensation and leave advice, guidance, and training materials to management and employees.
Confers with and provides technical assistance and solutions to customers on various complex and/or difficult compensation issues and provides substantive technical compensation advice and assistance to all customers.
Advises on implementing pay schedule adjustments, special salary rates, pay limitations, allowances, differentials, hours of duty, work schedule, premium pay, Fair Labor Standards Act overtime pay, grade and pay retention.
Advises management and employees on work scheduling and hours of work requirements and flexibilities and premium pay entitlements associated with various work scheduling.
Processes routine and complex pay and/or leave actions and corrections in automated Human Resources processing systems.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-07:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-5 grade level in the Federal service obtained in either the private or public sector. Examples include serving as central point of contact for all payroll issues; providing clear guidance and advice on pay entitlements, pay incentives, leave administration and payroll issues; and proficiency in human resources automated information systems to ensure accurate processing of payroll actions, and time and attendance.

Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
GS-9: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector. Examples include assisting in development of training and providing instruction for pay administration processes; providing advice and assistance to staff and management on various compensation matters and time and attendance; and providing technical advice to other HR staff on processing payroll actions, and time and attendance.
OR
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
