Duties
Team Leadership and Supervisory Management -- Provides overall office leadership and supervision of staff and multiple-disciplinary teams including setting priorities, monitoring, and ensuring employee work and responsibilities are accomplishing the goals of the program.
Program Oversight- Ensures successful implementation of the program's three core functions including helping partners remain compliant in the development and maintenance of required outdoor recreation plans; provide technical assistance to partners on project and application development, review for adherence to requirements, and monitor project progress to closeout; and oversee on-going protection of LWCF or UPARR assisted lands so they are maintained for public park and recreation purposes.
Accountability -- Provides leadership achieving and improving the quality, effectiveness, and timeliness of program activities including representing the program on complex, sensitive and controversial matters, and undertaking necessary actions to resolve issues.
Building and Sustaining Relationships and Partnerships - Builds and cultivates partnerships and collaborative alliances with a broad array of partners from Federal, Territorial, State, and local agencies to public and private/non-profit organizations in support of the development and protection of state and local recreation resources, conservation lands, and outdoor recreation opportunities
Ensuring Efficient and Effective Program Operations -- Responsible for effective management of the office operations including budget and spending administration and managing its workforce to ensure that employees are appropriately recruited, selected, appraised, rewarded and performance problems addressed.
Qualifications
To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: Applicants must possess at least one year of specialized experience equivalent to the GS-13 level in federal service. 1) Supervising staff or leading a branch or program team ensuring program responsibilities and goals are achieved. 2) Ability to manage complex and controversial situations and apply appropriate solutions and effectively communicated internally and externally those solutions. 3) Demonstrated ability working and collaborating with various stakeholders and groups including representatives from different levels of government and/or public and private/non-profit organizations. 4) Oversee program operations responsibilities ranging from priority planning, staffing, and budget to meet office needs and priorities. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-13 grade level in the federal service.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
