The Office of Legislative Affairs (OLA) is the principal interface between the Office of Director of National Intelligence and the Congress. OLA's responsibilities include, but are not limited to, facilitating the implementation of Section 502 of the National Security Act of 1947, which stipulates that each heads of the Intelligence Community agencies shall "keep the congressional intelligence committees fully and currently informed of all intelligence activities of the United States."

Perform a comprehensive range of executive administrative support tasks with a high degree of autonomy and professionalism for the LA Top 3 (ADNI, DADNI, and CoS). This includes preparing for and coordinating senior-level visits, ensuring logistical details such as clearances, VIP parking, building access, and communication tools are operable.
Maintain calendars and schedules.
Proactively draft and disseminate meeting minutes, capturing essential discussions, decisions, tasks, and progress with precision and clarity, if required.
Coordinate human resource activities within LA, encompassing a streamlined onboarding/offboarding process for staff and contractors, and efficiently organize interviews and promotion board proceedings.
Serve as a point-of-contact for resolving administrative issues raised by LA Front Office (FO) and staff by conducting research and providing guidance IAW applicable standard operating procedures (SOPs), ODNI instructions and process documents.
Serve as LA's Awards Champion. Meticulously review, track, and monitor submissions to recognize staff and external partners, and manage all aspects of the Legislative Affairs National Intelligence Professional Awards in collaboration with the CoS.
Enhance LA's records management procedures, ensuring compliance with regulatory guidance through meticulous collection, retention, and digitalization of records, in line with OPM guidance and federal laws. Serve as one of LA's information sharing liaisons.
Develop and implement innovative administrative SOPs and resources to drive operational efficiency and elevate the quality of deliverables.
Serve as the Contracting Officer's Technical Representative (COTR) for LA, overseeing service level agreements (e.g., TSC and DVV).
Provide comprehensive backup support to the FO Support team, demonstrating flexibility and a collaborative spirit.
Qualifications
Mandatory Requirements:
Strong knowledge of the IC mission, organization, roles, and responsibilities.
Ability to work both independently and as an integral team member, managing multiple priorities with precision under tight deadlines.
Strong interpersonal, organizational, and problem-solving skills, capable of navigating interactions with senior officials and members of Congress with tact and professionalism.
Knowledge of protocol procedures and the ability to plan and facilitate events, VIP visits, meetings, ceremonies, and other special events.
Strong analytical and critical thinking capabilities, adept at identifying complex support-related challenges and formulating strategic solutions.
The ability and willingness to perform a wide variety of tasks, prioritize and redirect focus, and adapt work habits to meet mission requirements.
Effective oral and written communication skills including demonstrated ability to tactfully convey information to staff.
Obtain COTR 1 certification.
Desired Requirements:
At least five years of experience in providing high-level administrative support, with a preference for knowledge of congressional operations.
Experience writing executive meeting minutes.
Certified COTR level I.
