As a Farm Credit Examiner, you will be responsible for assisting in overseeing and examining the Federal Agricultural Mortgage Corporation (Farmer Mac). This position is located in the Office of Secondary Market Oversight, which provides for the examination, regulation, and supervision of the activities of Farmer Mac to ensure its safety and soundness and the accomplishment of its public purpose as authorized by Congress.
Duties
Assists in developing OSMO's risk-based examination and oversight program of Farmer Mac and its affiliates. Conducts review activities of all CAMELS areas including capital, asset quality, management, earnings, liquidity, and sensitivity to interest rate risk.
Serves as the AEIC or EIC of Farmer Mac and assists in developing the examination scope, approach, and allocation of agency resources in accordance with FCA Board policy, OSMO directives, and other guidance.
Provides direction, as assigned, to a team of examiners to include developing oversight/examination focus, coordinating activities, reviewing and evaluating work products, completing oversight activities, and providing on-the-job training including formal examiner feedback. Additionally, establishes ongoing oversight to monitor emerging issues and assess its impact on the Financial Institution Rating System (FIRS).
Prepares written communications, often on complex issues, conveying oversight and examination results as well as required and recommended actions to Farmer Mac's board of directors and management. Written communications include the annual Report of Examination, examination activity letters, quarterly FIRS analyses, and other reports, as needed.
Develops and maintains effective oral communications with Farmer Mac's representatives for the exchange of timely information, discussion of emerging risks and issues, and presentation oversight/examination findings and conclusions. The lines of communications include virtual and in-person meetings, entrance and exit conferences, and board meetings. Additionally, communicates with other examiners to keep supervisors, peers, and assigned exam staff informed of significant developments and to promote effective coordination.

- One year probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- Males born after 12-31-59 must be registered for Selective Service.

Qualifications
You may qualify at the VH-39 (GS-13) band level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. This experience is described as experience serving as an Examiner-in-Charge, Assistant Examiner-in-Charge or team/project leader with responsibilities for providing on-the-job training, including feedback to examiners; communicating and coordinating effectively with officials at all levels within and outside of the FCA, including senior management and boards of directors; establishes ongoing oversight to monitor emerging issues and assess its impact on the Financial Institution Rating System (FIRS); and developing written analyses and the annual Report of Examination.
You must be a commissioned examiner.

You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Education
Education may not be substituted for experience at the VH-39 level.
