This is a Temporary Promotion NTE 2 years (may be extended) position with no opportunity to be converted to a permanent position.
Duties
The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers, and retirees of the United States. DOL plays a major role in maintaining the stability of the nation's unemployment insurance programs. Enhancing the network of state and other benefits administrators across the country is specialized software, which requires development, modernization, and maintenance. DOL has established the Office of Unemployment Insurance Management (OUIM), reporting to senior staff in the Office of the Secretary (OSEC) for this purpose.
Manage projects impacted by multiple, competing priorities and requirements and to successfully integrate these requirements to meet the goals and objectives outlined for development of initiatives.
Assign tasks to team members by setting and optimizing both immediate and future priorities, and additionally, determine strategies for crafting operational plans spanning short and long durations.
Evaluate and determine the initiation, discontinuation, or reduction of projects or program segments taking into consideration enhancing the overall program performance.
Plan and carry out projects and studies independently, which includes modifying the objectives and boundaries of assignments.
Lead the planning, execution, and decision-making for projects and programs, utilizing judgements across diverse and innovative processes and methods.
Propose modifications to organizational structure and assess new policies, methods, techniques, and criteria in alignment with workload or program adjustments.
Performs other duties as assigned.
Requirements

- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Supervisory Program Manager, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes:
Experience providing oversight for administrative planning, organizing, and coordinating of projects or programs which are impacted by various competing priorities and requirements.
Experience participating in the formulation and implementation of projects or programs which required the development of new policies, strategies, and methods to address widespread or critical problems.
Experience managing projects or programs where different and unrelated processes are essential in achieving set milestones and goals.
