This position is located in the Freedom of Information Act and Privacy Act Division, Office of Management Services, Bureau of Diplomatic Security.
You will review and make original release of denial determinations of sensitive Departmental records requested under applicable act, law, or executive order.
Duties
Performs the initial review of the official records of the Department security records to determine whether they may be declassified and released to the public.
Interprets Freedom of Information (FOIA) and Privacy Act (PA) regulations and policy and develops implementation guidance. Provides technical guidance and assistance to assigned personnel and the public regarding FOIA/PA.
Conducts the actual search when necessary and reviews any information located pursuant to the seven privileges. Draft final letter for Division Chiefs signature on fully released security information and for DAS' signature on denial of information.
Conducts legal research on issues involving FOIA/PA policy, regulations procedures and precedent court decisions. Makes original release and denial determinations on security information referred by other bureaus and agencies.

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience writing FOIA related correspondence, denial letters, amendment and appeal justifications, affidavits and other legal documentation.
-Experience coordinating and negotiating FOIA related issues; working with private and public sector in the dissemination of FOIA documents.
-Experience providing corrective information and advice on information access laws to components in an organization and to respond to questions about organizational security records.
There is no substitute of education for specialized experience for the GS-13 position.
