You will serve as a EXPLOSIVES SAFETY SPECIALIST in the Explosives Safety Division of US NAVAL BASE GUAM.

Duties

You will plan, develop, organize, administer, and provide training on the explosives safety program for the installation. You will conduct periodic explosives safety inspections and evaluations of assigned activities to determine compliance with regulations and with program specific safety directives. You will participate in the operation of an explosives safety program including tenant activities where applicable. You will assist with explosives mishap investigations to include obtaining witness statements, on-scene photography, circumstances and extent of injuries, and cost estimates for damage. You will review plans and specifications for new construction, building alterations, and/or changes in installation equipment, to ensure compliance with safety codes and standards.

Requirements

  • Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country’s laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to work under adverse environmental conditions.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning developing, organizing, administering and providing training on explosive safety programs for an organization; AND performing explosive safety inspections and surveys. In lieu of specialized experience, you may qualify with the following education:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or
