This position is located within the Financial Management Division at the 147th Attack Wing, located in Ellington Field JRB, Houston, Texas with responsibility for all budgetary operations necessary to support the plans, programs, missions, and activities of the wing and its geographically separated units (GSUs). The primary purpose of this position is to provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS).

General Experience: Experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: To qualify at the GS-12 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Must have at least 12 months (one year) specialized experience to at least the next lower grade level (GS-11) in the federal service or equivalent experience in the private or public sector which has provided a fundamental working experience with validated understanding of the basic principles and concepts of the budget analysis, AND have experience, education, or training that provided in-depth knowledge of financial principles and procedures, AND have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements, AND have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures, AND have at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements, AND experiences may include training and guiding employees on finance programs and assigning tasks, AND experience in structuring assignments that created effective and efficient procedures with measured and improved task processes, AND experience in managing the function of the work to be performed, AND experience which includes leading, directing and assigning work of personnel Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed for Dual Status Technician positions. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
