This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Primary Purpose of the Position is: The incumbent serves as Psychology Program Manager and is referred to organizationally as the Clinical Director for Mental Health Silver Team. This program is the interdisciplinary geriatric mental health team and serves both an inpatient and outpatient population. Functions/Duties include but not limited to: As Clinical Team Leader for the Silver Team, the incumbent has broad program and operational management responsibilities for an interdisciplinary team providing specialized professional mental health services of considerable scope, size, and complexity that significantly impacts the health care provided to Veterans. The following professional management and administrative duties are included: Administrative supervision of team members including psychologists, nurses, social workers, physician assistants and psychiatrists. Development and implementation of programs, policies and procedures for the programmatic aspects of the Silver team. Achieving and maintaining quality of care standards through direct involvement in policy, planning, development, and implementation of new programs to meet the needs of Veterans. Monitoring the quality of care provided for all Veterans seeking mental health services from the Silver Team, to include review of documentation of patient care. Coordination of all clinical services provided, and identifying and prioritizing resource needs for the clinic. Development and maintenance of cooperative and collaborative relationships within the team and with other VA teams/programs and community resources. Appraising staff performance and writing performance evaluations for team members. Providing orientation and training for new staff members. Skillfully assessing qualifications and abilities of current prospective employees for purposes of recruitment. Effectively attending to and resolving patient complaints. Skillfully collaborating with and working with clinical and supervisory staff from other disciplines. Effectively working with and individuals and groups of widely divergent backgrounds, interests, and points of view. Skillfully using computer software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text, formatting letters, reports, and memoranda; and transmitting and receiving e-mail. The incumbent uses the Veterans Health Information and Technology Architecture (Vista) to access information in the Medical Center Computer System. The incumbent is also knowledgeable about a wide variety of psychological disorders and treatment, particularly those prevalent in the geriatric population. The incumbent will be able to provide a full range of psychological services for Veterans within the clinic. They will be able to perform psychological assessments for individuals living with mental health illness for purposes of diagnostic clarification and treatment planning/ recommendations. Treatment interventions include providing a combination of individual, group and couples/family therapy to patients and their families or caregivers alongside behavioral and environmental interventions. Consultation with other disciplines on the Silver Team is a normal part of this practice. Basic Requirements: Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy.) Education. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Internships (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR (e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Grade Determinations: Psychology Program Manager, GS-14 Experience. In addition to the basic requirements for employment, candidates must have at least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, an Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. 2. Knowledge of and ability to utilize evidence-based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. 3. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. 4. Skill in managing and directing the work of others to accomplish program goals and objectives. 5. Ability to translate management goals and objectives into well-coordinated and controlled work operations. 6. Ability to establish and monitor production and performance priorities and standards. 7. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Preferred Experience: Holds a full, unrestricted license to practice psychology in a US state or territory. Experience treating Veteran population. Experience managing a multi-disciplinary or BHIP team. Experience providing mental health care in a virtual / telemental health modality. Experience using psychological assessment instruments to assist with diagnostic assessment. EBP training in a variety of protocols (e.g. SUD, depression, PTSD, etc.). Physical Requirements: The position requires carrying normal amount of written/reference materials is routinely done. Occasionally, duties may require the movement of audio-visual equipment, charts and arrangement of classroom areas and teaching classes which require physical movement to demonstrate escape from harm strategies and physical containment. Some of the work is sedentary, involving research and reports. Use of computer keyboard and mouse is a frequent part of the work and happens intermittently during the day.
