GS-13 Pharmacy Supervisor The incumbent functions as the Supervisory Pharmacist at the Hot Springs campus. They report to the Chief, Pharmacy Service to provide clinical, analytical, and administrative guidance to support the primary mission of providing comprehensive pharmacy services at this multi-divisional Health Care System.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties include, but are not limited to: Administrative/Supervisory Functions: 1) Incumbent represents the Chief, Pharmacy Service on committees, and in other medical center functions as dictated by operational needs. Incumbent carries out a variety of special assignments as required. Such assignments may be handled individually, as a leader of a task force, or as a group participant. These assignments often have a short deadline that may impact service line or overall medical center mission, community relations or employee morale. The incumbent will also be required to investigate sensitive materials or subjects affecting both clinical and administrative operations. 2) Assists in the review of all current pharmacy programs and the planning, development and initiation of new programs in the Service. 3) Ensures appropriate personnel management practices by: a) selecting qualified personnel b) complying with EEO Regulations and VA Policy c) appropriately utilizing performance evaluations, awards, and/or disciplinary actions d) Assuring professional and non-professional qualifications are met and maintained. 4) Assists in review and updating of policy and procedures, standard operating procedures, and medical center policy memoranda to provide Service and Medical Center staff with appropriate guidance. 5) Ensures compliance with The Joint Commission standards, Clinical Practice guidelines, and national and VISN 23 initiatives. Establishes monitors and educates staff on both VHA and service performance measures. 6) Works collaboratively with all members of the pharmacy management team. 7) Develops and implements strategic plan for the expansion and/or reengineering of pharmacy services. Provides the Chief of Pharmacy Services with counsel on development of clinical pharmacy programs/services. Candidly advises the Chief, Pharmacy Service on problems/issues pertaining to the relationship of Pharmacy Service to other divisions, services, and programs. 8) Responsible for supervision of pharmacy staff as assigned. 9) Ensures that all aspects of drug control, drug accountability and drug security are maximized and are in accordance with Medical Center and Pharmacy Service policies and procedures, and other applicable VA, FDA, DEA, State and Federal regulations. 10) Responsible for assuring Medical Center and Pharmacy Service policies on physical security of pharmacy areas, security of controlled substances, and confidentiality of sensitive patient information are adhered to by all pharmacy employees. 11) Monitors work done in all assigned areas of the pharmacy to ensure safe working conditions and knowledge/practice of safe work habits. Ensures an environment free of hazard and compiles with OSHA, VA and other external standards relating to safety. Ensures an environment that promotes patient safety. 12) Assists in budget formulation and/or execution process for Pharmacy Service. Works collaboratively with other services and the pharmacy management team, advising on resource requirements based on priorities and needs for contribution to the Network resource allocation policy. 13) Assists with maintenance of data related to budget and expenditure estimates. 14) Responsible for collection and analysis of data from a wide range of individuals, medical centers, VA organizations, and external organizations. Works in close coordination with program managers to provide workload and cost statistics. 15) Aids in implementing program goals as established by network operational plan. 16) Effectively utilizes external reviews to improve programs and services. 17) Assists procurement initiatives utilizing the most cost-effective options. 18) Responsible for national contract compliance, to include tracking and trending usage and providing recommendations and support for implementation. 19) Collaborates with pharmacy leadership to identify and coordinate opportunities for cost-effective interventions with state veteran homes and community-based nursing homes. 20) Responsible for establishing and promoting an atmosphere of unity through cooperation and the integration of clinical and administrative roles; a high level of productivity; patient and staff satisfaction; and strong communication channels between the service lines. 21) Works with pharmacy leadership and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, save costs and improve patient care. 22) Serves as reference to frontline pharmacist in the approval of questionable PADR/nonformulary/restricted drug requests. Qualifications

All requirements must be met by the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Pharmacy Supervisor Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level, GS-12. These requirements include: 1. Knowledge of professional pharmacy practice. 2. Ability to communicate orally and in writing to both patients and health care staff. 3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. 4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. AND Knowledge, Skills, and Abilities: Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Preferred Experience: Pharmacy supervisory experience preferred.
