You will serve as an ELECTRONICS TECHNICIAN in the PRECISE TIME DEPARTMENT DIVISION of NAVOBSERV.

Duties

You will recognize the need for improvements to Master Clock and time transfer electronic systems, systems, components, connections, and their associated electrical power systems. You will design, modify, build, assemble, repair, and maintain electrical power systems. You will install electronic circuits and cables, moving equipment and clocks, general maintenance, and similar work. You will assist the different time transfer divisions with their respective missions. You will work with the Coordinated Time Transfer division to support fiber time transfer and two-way satellite transfer (TWSTT). You will perform routine satellite operations, special link calibrations, equipment testing, satellite dish installation, troubleshooting and maintenance. You will be responsible for chamber maintenance and for contract supervision of Uninterruptible Power Supply (UPS) and generator system maintenance. You will be fully responsible for maintenance of electronics associated with atomic frequency standards, including cesium and masers. You will carry out acceptance tests of commercially procured equipment to verify contractual agreement with specifications. You will create documentation, write internal reports, and conduct and document special technical investigations or studies.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS-11 FOR CURRENT OR FORMER FEDERAL EMPLOYEES: Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience recognizing the need for improvements to Master Clock and time transfer electronic systems, subsystems, components, connections, and their associated electrical power systems and the interdependence between several systems. Experience installing electronic circuits and cables, moving equipment and clocks, general maintenance and similar work. Experience doing maintenance on complex electrical and mechanical systems, which may require climbing to heights using ladders, cranes, and safety harnesses. Experience troubleshooting electrical and electronics systems. FOR THE GS-11 FOR OUTSIDE APPLICANTS (WITHOUT CURRENT OR PRIOR FEDERAL COMPETITIVE OR EXCEPTIVE SERVICE): Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: . Experience recognizing the need for improvements to Master Clock and time transfer electronic systems, subsystems, components, connections, and their associated electrical power systems and the interdependence between several systems. Experience installing electronic circuits and cables, moving equipment and clocks, general maintenance and similar work. Experience doing maintenance on complex electrical and mechanical systems, which may require climbing to heights using ladders, cranes, and safety harnesses. Experience troubleshooting electrical and electronics systems. Experience using a variety of guidelines, manuals, and standard reference materials that aare not completely applicable to the work or have gaps in specificity requiring the incumbent to use judgment and inititaitve to interpret and adapt them to specific cases and problems. FOR THE GS-9 FOR CURRENT OR FORMER FEDERAL EMPLOYEES: Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience installing electronic circuits and cables, moving equipment and clocks, general maintenance and similar work. Experience assisting with the maintenance of electrical and mechanical systems, which may require climbing to heights using ladders, cranes, and safety harnesses. FOR THE GS-09 FOR OUTSIDE APPLICANTS (WITHOUT CURRENT OR PRIOR FEDERAL COMPETITIVE OR EXCEPTIVE SERVICE): Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience installing electronic circuits and cables, moving equipment and clocks, general maintenance and similar work. Experience assisting with the maintenance of electrical and mechanical systems, which may require climbing to heights using ladders, cranes, and safety harnesses. FOR THE GS-09 THE SPECIALIZED EXPERIENCE MAY BE SUBSTITUTED WITH THE FOLLOWING EDUCATION:
Two full years of graduate education or a master's degree meets the requirements for GS-9. (related to the position)
